In a 2021 survey, 77% of Virginia residents said they would prefer renewable energy for home electricity.
Virginia has committed to transitioning to a carbon-free energy system by 2050. Unfortunately, the law currently tasks Virginia’s two largest monopoly electric utilities with achieving that goal. Those monopolies’ captive customers will bear 100% of those costs, which the utilities themselves claim will exceed $100 billion over 15 years. In a monopoly market like Virginia, the ratepayer has no choice but to pay these costs, even if there are companies that can build better, clean energy for lower costs.
It doesn’t have to be this way.
Virginia can keep the traditional utility model for those customers who want it. At the same time, it can open up new options for customers who want cleaner energy faster than the law requires. Competitive suppliers can operate parallel to the monopolies, giving customers more diverse solutions, including better energy efficiency programs, special electric vehicle (EV) programs, rates, energy use management and smart home tools, solar programs, and tailored energy solutions.
Virginians deserve to choose what kind of clean energy they use and have companies compete for their business. Competition will reduce the cost of building renewable energy and allow more customers to support a clean energy future.

I deserve a clean energy choice.
Some customers prioritize price, the type of clean energy, where it is generated, or the structure of their billing. I deserve to have the utility compete for my business and the right to buy clean energy from another company if the green utility offer doesn’t meet my unique energy needs.
I deserve cost savings.
Two companies shouldn’t be allowed to exclusively dictate the cost and approach to reducing Virginia’s carbon emissions. Let clean energy companies help carry the load to serve Virginia’s customers. Customer demand will bring private investments to Virginia, reducing the amount of ratepayer and tax dollars needed to fund the monopoly utility model.
I deserve to access a variety of plans and innovative products.
As proven in other states that allow clean energy companies to compete with the utility, competition brings innovative products to the market, such as special electric vehicle programs and rates, energy use management and smart home tools, tailored energy solutions, and the ability to support local renewable projects. As technology and customer demand evolve, I deserve to access these plans that are already available in other state markets without funding the monopoly utility to recreate each of these offers.
Open Virginia’s clean energy market to competition.
Every dollar customers voluntarily spend for clean energy from competitive suppliers is one dollar less than captive utility customers have to pay. Virginia can achieve its clean energy goals at lower costs by allowing competitive markets to carry some of the load. Virginia should allow residents to choose. We urge Virginia lawmakers to support legislation that gives consumers the right to go green and choose their own 100% renewable energy plan.
